The last option you see in the chart is "Change blending mode if invalid for video card". To quote the Project 64 help file:
"If enabled, the plugin will constantly 'listen' to feedback from your video card drivers, and when a mode is needed that the drivers report not available, the plugin will attempt to substituate an alternative mode. This can have dramatic effects on image quality, but is not always successful, and tends to reduce performance significantly."
The ATi Rage 128 does not support all the modes that the emulator uses. So it's always a good idea to enable the option right? Wrong. This feature is "not always successful". On some games it helps, on some it makes it worse. Others don't matter. I've found that it can help correct colours, some transition effects (Smash), and some other texture problems. But sometimes it substitutes wrong colours or makes 3d sprites look more 2d. Does not affect the white splotches (see here).
Should you enable or disable this option? Just experiment with it on and off, but remember that it affects every game differently. Here are some screenshots to exemplify how the option affects games:
